Links to newly finished build jobs weren't available/build statuses were out of sync

The statuses of new EAS Build jobs on the website were out of sync. For example, successfully completed build jobs may have showed up as "Queued" even though they were finished. Builds in this state did not show a link to download the built app archive.

The cause of this issue was that one part of the EAS Build system that tracks each build's status couldn't sync that status with another part of the system that showed the build status on the website. We re-synced build statuses that were out of sync and the website now shows the correct build status.

Successful builds that were in the "Queued" state are now in the "Finished" state and provide download links to the app archives.
